Objectives

Fund scope

The South Sudan Humanitarian Fund (SSHF) is a multi-donor, country-based pooled fund that supports the timely allocation and disbursement of donor resources to address the most urgent humanitarian needs among the most vulnerable people in South Sudan. An important tool, the SSHF enables timely, coordinated and effective humanitarian responses that are distinguished by focus, flexibility, targeted allocations, and the ability to strengthen humanitarian coordination and leadership. 

The SSHF channels funds for activities in close alignment with the South Sudan Humanitarian Response Plan. The Fund is structured around the following priority clusters:

Strategic and results framework 

The SSHF channels funding to humanitarian activities prioritized as the most urgent and strategic in the country—and designed to align with the South Sudan Humanitarian Response Plan. The Fund provides grants to national and international NGOs, and United Nations organizations in South Sudan that are best-placed to deliver prioritized activities in accordance with humanitarian principles in a timely, and effective manner. To be eligible to receive SSHF funding, NGOs must demonstrate through a rigorous capacity assessment the necessary structures, systems and capacities to meet the Fund’s robust accountability standards and ensure effective use of resources. 

The plan covers up to 13 clusters and four crosscutting issues. Inclusiveness, flexibility, timeliness, efficiency, accountability and risk management are the core principles of the Fund. To be eligible for funding, NGOs undergo a rigorous capacity assessment to ensure they have the necessary structures and capacities in place to meet robust accountability standards, and efficiently implement humanitarian activities.  

There are two mechanisms for allocating funds:

• Standard allocation used for allocating the bulk of resources to highest priority needs. 
• Reserve allocation used in the event of unforeseen emergencies or to address critical funding gaps.

Governance arrangements

Humanitarian Coordinator 

Supported by OCHA and the Advisory Board, the Humanitarian Coordinator is responsible for overall management of the Fund. Tasks include (but are not limited to) the approval, review and update of the Operational Manual; leading advocacy and resource mobilization efforts; approving direct costs for the Financing Unit; chairing the Advisory Board; ensuring various committees function according to Fund guidelines; making final decisions on projects recommended for funding, and ensuring complimentary use of allocations in conjunction with other sources of financing. 
 
Advisory Board 

The Advisory Board supports the Humanitarian Coordinator in steering Fund strategic direction and overseeing its performance. The Board advises the Humanitarian Coordinator on strategic and policy issues, representing the views of Fund stakeholders. On occasion, it serves as a forum to share information on funding coverage to strengthen donor coordination, discuss funding priorities, and review accountability mechanisms.  

Managing Agent 

OCHA provides oversight to the entire funding cycle for NGO projects, from the launch of an allocation to closure.  

Technical Secretariat  

The Secretariat is responsible for the efficient management of the Fund.   

Cluster Coordinators 

Support the Somalia Humanitarian Fund at the strategic level to ensure links between the Fund, the Humanitarian Response Plan and cluster strategies. At the operational level, Coordinators provide technical expertise and take part in prioritizing projects, reviewing and endorsing revision requests, supporting Fund accountability activities.   

Strategic and Technical Review Committees  

Strategic review committees (SRCs) are responsible for the strategic review of project proposals received by the Fund and may also support the technical review process. They are not representative bodies.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.   

Participating Organizations (Partners) 

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

In 2018, OCHA added the Common Performance Framework (CPF) tool to its arsenal of management, reporting and accountability instruments for the SSHF, improving how it reports results. The tool is built on five fundamental principles that guide the management of Fund programmes: Inclusivity, flexibility, timeliness, efficiency and accountability and risk management.
