Lebanon Recovery Fund 

Objectives

Fund scope

A flexible pooled funding mechanism for channeling international assistance to the government, the Lebanon Recovery Fund (LRF) supported national recovery and reconstruction efforts following the July 2006 conflict. Since 2017, however, the LRF shifted focus in support of the implementation 2030 Agenda. A broad scope of thematic areas are covered through LRF-supported initiatives, but the bulk fall under the following sectors:  

• Socio-economic recovery projects targeting the agricultural and food industries, support women’s empowerment and income-generation activities, provide assistance to the dairy sector, support small and medium enterprises, and encourage the establishment of public-private partnerships. 
• Energy and environmental projects focusing on renewable energy and mainstreaming climate change policies and practices into Lebanon’s Development Agenda. 
• Rapid delivery projects that support host communities affected by the Syria crisis and build capacities of national institutions.  
• Coordination functions where United Nations agencies and the LRF Monitoring and Evaluation Unit provide oversight to the Lebanon Recovery Fund. 

Projects implemented under the Fund form a solid, coherent and realistic set of interventions that cover the least developed parts of Lebanon and reach the most vulnerable populations.  

Strategic and results framework 

Joint programme initiatives fall under the United Nations Strategic Framework for 2017-2020. To safeguard national stability and security requires adopting of a “whole of Lebanon” approach—a way of working the United Nations has embraced and embedded throughout its operations. The three priorities areas Fund stakeholders focus on are:  

• Core Priority 1: All people in Lebanon enjoy peace and security.  
• Core Priority 2: Domestic stability and effective governance. 
• Core Priority 3: Reducing poverty and promoting sustainable development while addressing immediate needs in a human rights/gender sensitive manner. 

In the strategic framework, shared objectives between national partners and United Nations are outlined, along with ways the United Nations country team intends to support the government and Lebanese people vis-à-vis expected outcomes. The Strategic Framework makes the link between current, contextually-relevant challenges and solutions that gain ground towards SDG and 2030 Agenda achievement.

Governance

Governance arrangements

Steering Committee

Provides strategic guidance and oversight, and makes final decisions on fund allocations. The Committee is chaired by the Minister of Economy and Trade and composed of representatives from the Head of the Recovery and Reconstruction Cell, Ministry of Finance, donor stakeholders (including the European Commission, and governments of Kuwait and the United Arab Emirates), and the United Nations Resident Coordinator. Steering Committee work is governed by the Terms of Reference and Rules of Procedure, and operates by consensus. The Committee meets monthly to review Recovery Fund progress. 

Project Approval Group 

This group reviews project proposals and provides technical advice to the Steering Committee. The Project Approval Group is co-chaired by the Office of the Prime Minister and the United Nations Office of the Resident Coordinator. It is comprised of senior technical representatives from the Ministry of Finance and Ministry of Economy and Trade. 

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations 

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
