Objectives

Strategic Approach

The Fund leverages the critical expertise and delivery capacities of UN Agencies, harnesses the resources of the public and private sectors, and offers whole-of-government and whole-of-society approaches to help close gaps in country preparedness and response plans and safeguard progress towards the Sustainable Development Goals.

The Fund helps define programmatic responses that reach the poorest and most vulnerable, and that elevate preparedness for future health emergencies. Further, programming supports gendered approaches  that respond to the heavy burden the pandemic has placed on women, such as heightened exposure to domestic violence, loss of livelihoods, and rising rates of unpaid labor.

ObjectivesThematic priorities

Programming is rolled out across three windows:

• Window 1: Enable governments and community stakeholders to tackle the COVID-19 crisis by supporting the implementation of National Health Plans for Combating COVID-19 and closing critical gaps with regard to supplies, logistics and preparedness; and by providing critical services interrupted by COVID-19.

• Window 2: Reduce social impact and promote economic response by funding social and economic protection mechanisms that, inter alia, scale-up cash transfers, broaden social safety nets, and meet the educational and food security needs of children; and through digital innovations that boost employment and strengthen social service delivery and healthcare provision.

• Window 3: Recover better, together by strengthening national preparedness measures, safeguarding SDG programmes from pandemic-related setbacks, and ensure are helping advance the SDGs and climate commitments.

The UN COVID-19 MPTF is designed to offer fast and flexible finance well suited to meeting the shifting demands of this rapidly developing and multidimensional global crisis. It is a transparent, accountable, and cost-effective mechanism for which results are monitored in real-time, on the Gateway. This innovative and coordinated funding mechanism operates at the nexus of humanitarian, development and recovery action, strengthening the response to and recovery from the COVID-19 pandemic.

Governance

Governance Structure

• Secretary-General’s Designate. The Designate, operating under the leadership of the UN Secretary-General, provides oversight and strategic direction for the Fund, mobilizes resources, provides a partnership platform for political dialogue, and oversees coordination, advocacy, and overall progress against expected results.

• Advisory Committee. The Committee supports the Secretary-General’s Designate in establishing the Fund’s priorities and addressing strategic issues. It includes UN Agencies, Funds and Programmes that cover key sustainable development areas related to the COVID-19 response (UNDP, UNICEF, UNCTAD,  UNFPA and WFP), up to five representatives of contributing partners, representatives of selected affected countries, the World Health Organization (WHO), UN Development Coordination Office (DCO) and the MPTF Office (ex-officio). 

• Secretariat. The Secretariat is responsible for the day-to-day management of the Fund, provides technical and management support to the Secretary General’s Designate, prepares Fund strategies and rapid delivery and investment plans, manages calls for proposals, and provides technical assessments in line with strategic priorities and the evolution of the pandemic. The Secretariat is also responsible for monitoring and reporting on Fund performance and communicating results. The Fund Secretariat will be hosted by the UN DCO with management and administrative support of MPTF Office.

• Recipient Organizations. Programme implementation is the responsibility of Recipient Organizations. Each organization is programmatically and financially responsible for resources received. 

• Administrative Agent. Recipient Organizations receive funds through the Administrative Agent, the Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors.
