Haiti Cholera Response Multi-Partner Trust Fund 

Objectives

Fund scope

Since the beginning of the Haiti cholera outbreak in 2010, 780,000 people have been affected and more than 9,000 have died. The epidemic severely affected families and communities—and highlighted the need to improve water, sanitation, and health infrastructure across the country. Concerted national and international efforts in the last ten years resulted in a 90% reduction in the number of cases. Despite this, recent outbreaks show how vulnerable local populations remain. 

The Haiti Cholera Response MPTF provides rapid support to United Nations, government, and civil society to devise prevention and eradication responses for cholera outbreaks. Programmes are financed in accordance with the new strategic approach to humanitarian action and sustainable development. The Haiti Cholera Response MPTF is led by the United Nations Special Envoy for Haiti and the Director of the Sustainable Development Unit of the Executive Office of the Secretary-General.

Assistance for initiatives falls along one of two tracks: 1) intensifying support for cholera control and response (including identifying medium to long-term solutions for water, sanitation, and health systems), and 2) providing support for communities most affected by cholera outbreaks.

Strategic framework 

As part of national efforts to improve water and sanitation coverage, interventions supported by the Haiti Cholera Response MPTF help put the country on a path towards achieving the Sustainable Development Goals, 2030 Agenda targets, and to reduce other water-borne diseases. 

Partners of the Haiti Cholera Response MPTF work to:

• Ensure the Government of Haiti receives support for the new prioritized mid-term cholera elimination plan.
• Deliver a coherent and coordinated United Nations contributions through a common financing mechanism that builds on specific mandates and procedures.
• Address the impact of cholera by assisting those affected.
• Mobilize funds from Member States, regional legislative bodies, inter-governmental organizations, private sector partners, and philanthropic organizations to establish an accountable, transparent, and cost-effective financial instrument.
• Launch and update a results-based management system that enables timely monitoring of Fund contributions to the cholera response.
• Support United Nations efforts in establishing a platform that facilitates the work of partners and stakeholders in the fulfillment of collaborative action.

The Trust Fund builds on the success of the global Ebola Response MPTF and the United Nations Central Fund for Influenza Action. Both funds demonstrated how coordinated mechanisms can lead to the development and operationalization of solutions to curb disease outbreaks and strengthen preparedness efforts.

Governance arrangements

Advisory Committee

Provides guidance to co-chairs on the management of the Haiti Cholera Response MPTF. The Advisory Committee is part forum for discussing strategic issues and sharing information on funding coverage. It is responsible for mobilizing resources in line with Fund terms of reference; providing advice on project proposals; making recommendations on funding decisions, and reviewing periodic and annual progress reports prepared by the Trust Fund Secretariat and Administrative Agent.

Fund Secretariat

The Secretariat supports the Advisory Committee along with Fund mobilization efforts, calls for proposals, and monitors/reports on programmatic results and operational performance.

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors. 

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
