Objectives

Fund scope

The 2030 Agenda calls for integrated approaches across multiple sectors, as well as collective action at all levels to achieve the Sustainable Development Goals (SDGs). In response, the national One Strategic Plan (OSP) 2017-2021 was developed in Viet Nam to provide a programmatic and operational framework for delivering United Nations support to the government. The plan sets out how the UN will collectively deliver, reaching SDG targets, while supporting national development priorities.  

The UN country team and Government of Viet Nam, in consultation with donors and the Multi-Partner Trust Fund Office, established the Viet Nam SDG Fund to support the integrated and coherent financing and disbursement of resources in support of the joint implementation of the One Strategic Plan 2017-2021. A pooled financing mechanism that supports SDG acceleration and achievement of the 2030 Agenda, Fund initiatives help strengthen UN programmatic integration and closer coordination under the 2030 Agenda alongside government, development partners, and national stakeholders.  

Theory of change 

To create systematic change towards achieving national development goals and the SDGs, joint action on integrated policy and SDG financing must be built on the principles of inclusion, equity and sustainability. The Viet Nam SDG Fund facilitates integrated and sustainable action, and provides a channel for increased financing through demand-driven, context-specific and OSP-based joint programmes designed and delivered by Fund stakeholders.  

Priority areas of development supported by Fund under OSP 2017- 2021 are: 

• Investing in people: Inclusive and equitable quality social services and social protection systems are in place for people living in Viet Nam to be healthy, educated and free of poverty, and to be empowered to reach their full potential. 
• Ensuring climate resilience and environmental sustainability: Viet Nam effectively responds to climate change and natural disasters and sustainably manages its natural resources and environment. 
• Fostering prosperity and partnerships: Viet Nam shifts to an inclusive, green and productivity-led growth model, and a fairer, more efficient and inclusive labour market that ensures decent work and opportunities for all. 
• Promoting justice, peace and inclusive governance: Viet Nam has strengthened governance and adherence to the rule of law, ensuring respect for and protection of human rights and freedom from discrimination, towards a more just and inclusive society. 

To achieve these priorities, the Fund will overcome policy bottlenecks and unlock SDG financing to mainstream human rights, gender and youth, and incorporate the leave no one behind principle.

Governance

Governance arrangements

Joint UN-Government Steering Committee 

Acts as the country-level governing body for the Viet Nam SDG Fund, providing strategic directions, general oversight and approving allocation criteria. The Joint Steering Committee is co-chaired by the Vice Minister of Planning and Investment in Viet Nam and the Un Resident Coordinator, and members are from the UN Country Team and the Government of Viet Nam agencies.  

UN Resident Coordinator 

Leads and coordinates the overall management of the Fund in consultation with the participating UN organizations through the UN Country Team and with the Joint Steering Committee’s strategic guidance. The UN Resident Coordinator also engages in joint resource mobilization and chairs allocations discussions, including the programme coordination support allocation.  

Office of the UN Resident Coordinator 

Supports to the strategic leadership role of the UN Resident Coordinator in all designated tasks, including strategic analysis of resource requirements, funding gaps, resource mobilization efforts, consolidation of progress and lessons learned, including annual One UN Results report. 

United Nations country team 

Develops resource mobilisation strategies, submits the allocation criteria/prioritisation of the Fund to the Joint Steering Committee, makes funding allocation recommendations, and conducts annual reviews and other M&E activities to strengthen the utilization and management of the Fund. 

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

The Viet Nam SDG Fund supports the integrated and coherent funding and financing of the joint implementation of the One Strategic Plan 2017-2021 in Viet Nam. The Fund is a country-level pooled financing mechanism that supports SDG acceleration and achievement of Agenda 2030 by removing policy bottlenecks and unlocking resources for SDG achievement.
