Objectives

Fund scope

The Scaling Up Nutrition (SUN) Movement Multi-Partner Trust Fund (MPTF) was established in March 2012 to provide catalytic grants for the development and implementation of actions for scaling up nutrition. The majority of funds were allocated in support of civil society and catalytic actions that served to scale up nutrition in programme countries.

Since the inception of the SUN Movement, over 26 countries from Asia, Asia, and Central and South America committed to scaling up nutrition and hundreds of stakeholders pledged to work together in support of country actions that supplemented all SUN investments. Partners were inspired to make contributions that facilitated the development and implementation of government or stakeholder projects for scaling up nutrition within the parameters of the Movement’s Road Map.

Financing was channeled through three distinct windows:

• Support for initial SUN actions at the country level (Window I): Facilitate initial actions in countries where financial support is not available, including support to strengthen multi-stakeholder platforms, take stock of nutrition-specific and sensitive activities, or mapping opportunities for sharing experiences between key stakeholders in national regional and global SUN meetings.
• Catalytic programmes for countries (Window II): Support SUN Movement partners’ participation in SUN country plans.
• Support for global SUN strategic efforts (Window III): Finance other initiatives, including the development and outsourcing of strategic work, such as resource mobilization and transfer strategies, communications, or validation of progress indicators.

Window I was activated to finance the development and implementation of a pilot programme to strengthen information sharing and learning between national SUN multi-stakeholder platforms for scaling up nutrition. The programme combined face-to-face and web-based learning activities within a capacity building environment known as “learning routes.” Two routes were organized in 2014, and Senegal, Peru, Benin, Burundi, Niger, Ghana, Guinea and Sierra Leone joined the first while the second saw stakeholders from Peru, Guatemala, Tanzania, Sri Lanka, Lao People's Democratic Republic (PDR), Senegal and Madagascar come together.

By the end of December 2016, Window II provided financial support to civil society actors in 24 SUN Countries in Africa, Asia and Central and South America. It was surmised that projects funded through the SUN MPTF made major contributions towards strategic objectives of the Movement. National Civil Society Alliances (CSAs) and the global SUN Civil Society Network helped raise awareness about the importance of addressing malnutrition and increasing political commitments to scale up action.

The third window was used by stakeholders to develop the SUN Movement M&E framework for measuring the progress and effectiveness between 2013 and 2015. The SUN Movement MPTF was evaluated and assessed to determine the value of the fund and the best course of future action.

Results

The SUN Secretariat collaborated closely with CSAs on organizing and facilitating community of practice, fiscal, programmatic, and governance workshops. From a technical perspective, the workshops were an opportunity to showcase the work in SUN Countries, and importance of data collection and analysis in advancing the Movement’s “3-step approach.” Politically, these workshops were a powerful tool to build consensus through inclusive efforts to introduce the SUN exercise to parliamentarians and representatives from media and civil society. In total, government representatives from 32 countries participated in workshops alongside multiple stakeholder groups like the United Nations, civil society, private sector, and donor institutions.

“Learning routes” were initiated to increase information exchange around best practices to tackle malnutrition. What is more, the SUN Secretariat established multiple communications tools and processes to facilitate and improve engagement throughout the network. In addition, commitments were made to ensure that documentation was made available in three languages. Documented CSA experiences across thematic areas featured cases studies of progress, challenges, and achievements: 2015 Advocacy Toolkit, social accountability for nutrition think piece, civil society alignment and multi-stakeholder efforts to scale up nutrition, and effective civil society coalition building.

Empowering women as agents of change for nutrition

The development of long-term plans and strategies for CSAs through bespoke support provided from the More Partnership, development of a fundraising toolkit, and creation of an impact package that showed contributions of individual CSAs via SUN. In addition, CSAs were prolific in communicating progress, achievements, contributions and efforts towards scaling up nutrition. SUN CSN blog pages and social media platforms contain the latest information on activities. Many national alliances made public government commitments to reduce malnutrition and produced reports and articles in relation to these. Meanwhile Visioning Groups brought together stakeholders in a consultative process to decide on the need, scope and stewardship arrangement of the SUN Movement beyond 2016.
