Objectives

Fund scope

The Fund builds on the Delivering as One strategy for Mozambique, which involves one programme, one leader, one budgetary framework, and one management system. Initiatives focus on a sub-set of selected, strategic UNDAF outputs and are inclusive in combining contributions from all UN agencies to leverage comparative advantages. Based on the UNDAF Action Plan, stakeholder objectives under the Mozambique One UN Fund are to support coherent resource mobilization, allocation and disbursement of donor resources to joint programmes listed that are un- or underfunded in the UNDAF 2012-2015.

Inspired by ambitions laid out in the 2030 Agenda, SDGs, international frameworks, and regional priorities, the Mozambican UNDAF is built on a shared approach to deliver efficient and inclusive programming, as one. With a focus on common goals, based on each organization’s unique mandate and approaches, stakeholders implement localized initiatives through outcome groups that are aligned with the nationally identified priorities of food security and nutrition, economic transformation, education, gender, social protection, health, youth, governance, natural resources, and resilience.

Governance arrangements

One UN Steering Committee

The One UN Steering Committee is responsible for supporting the transformation of the United Nations development system in Mozambique by providing effective oversight to the ongoing pilot process and taking strategic decisions to facilitate progress. The Committee oversees the implementation of all components of the Delivering as One and United Nations development frameworks.

United Nations country team

The UNCT provides strategic leadership of the One UN Fund on the basis of the of Joint Programmes in the One Programme chapter of the UN Operational Plan and makes decisions on fund allocations based on agreed criteria and a documented process that outlines the rationale for each decision.

UN Resident Coordinator

The overall management of the Mozambique One UN Fund is led and coordinated by the Resident Coordinator in consultation with the UNCT. The Resident Coordinator provides strategic leadership in guiding the One UN Fund, on the allocation of funds, and in leading resource mobilization processes in collaboration with Participating UN Organizations.

Representatives - United Nations Organizations

Responsible for the implementation of Joint Programmes, inclusive of utilization of resources, implementation of the joint work, and achievement of results.

Administrative Agent

Recipient Organizations receive funds through the Administrative Agent, the MPTF Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors.

Participating UN Organizations

Programme implementation is the responsibility of each Participating UN Organization. Each organization is programmatically and financially responsible for resources received.

Results

Governance

The UN supported the national government with advocacy on the National Action Plan on Women, Peace and Security 2018-2022 (NAP) and fostered an increase in the capacity of government staff to coordinate the plan at all levels. Part of this support included the creation of a Women, Peace and Security Unit (WPSU) to facilitate the operationalization of the peace and security agenda in Mozambique. Furthermore, the UN supported the establishment the National Civil Society Platform in the WPSU, which works to create a united women´s voice on peace and security issues and ensure the perspective of women and girls is adequately reflected in ongoing peace talks and agreements, as well as post-conflict development strategies and programmes.

Youth

In 2019, the UN initiated a mapping exercise to allow for a comprehensive outlook of interventions on youth development. Through the Rapariga Biz programme, girls and young women participated in ‘safe space’ mentorship projects in the provinces of Nampula and Zambezia—empowered with the information and skills learned, which can help them amplify their voices on their sexual rights and reproductive health.

Natural resource management

Fund stakeholders supported the government in updating Budget Design Module and Budgeting and Planning System to analyze possibilities for better including environmental and climate change codes. Resources and support were also directed toward the creation of five private sector associations linked to the Mozambican Association of Timber Operators and National Federation of Timber Operators to build capacity of private sector institutions on the sustainable management of forests and natural resources.

Resilience

In response to the fallout caused by cyclones Idai and Kenneth, the UN provided onsite support to develop an information system that would generate data visualizations capable of assisting, in real time, decision makers on emergency and recovery planning. In addition, Fund support aided the development of 15 local adaptation plans in Inhambane, Sofala, Zambézia and Nampula provinces. A local training workshop that took place had participants engage on climate change issues in agriculture and food security, and map solutions with gender equality aspects.
