Moldova 2030 SDGs Partnership 

Objectives

Fund scope

Supporting joint action taken by the national government and United Nations, the Moldova SDG Partnership Fund finances projects aligned with the Moldovan-UN Partnership Framework for Sustainable Development (2018 – 2022) and joint annual workplans. Funded programmes contribute to the achievement of the sustainable development goals across five thematic pillars, which includes a new priority area on COVID-19 pandemic management and response.

Enabling the United Nations Country Team (UNCT) to mobilize resources and identify innovative financing solutions means initiatives are better equipped to realize 2030 Agenda outcomes. The Fund relies on the collaborative advantages of each UN organization to expand partnership opportunities and develop cogent frameworks. Fund programmes rely on the timely administration of resources, improved collaboration, cost and risk reduction, the strategic alignment of development priorities, and consolidation of expertise to achieve integrated and contextually-relevant results.

Strategic approach and theory of change

The Moldova SDG Partnership Fund supports integrated resource mobilization and allocation of pooled government and donor resources. Investments promote the design and implementation of strategic, integrated activities that meet national development priorities while also accelerating the Sustainable Development Goals.

The Fund theory of change makes long-term changes through programmatic interventions aligned with the UN’s Vision 2030 for Moldova alongside other national frameworks. Outcomes are grouped under five pillars:

• Governance, human rights, and gender equality
• Sustainable, inclusive and equitable economic growth
• Environmental sustainability and resilience
• Inclusive and equitable social development
• COVID-19 pandemic management and response

 To achieve framework results the UNCT in Moldova works closely with the national government and local partners on the continuous application of the Delivering as One approach and UNSDG standard operating procedures. The UNCT facilitates the implementation of the One Programme component by consolidating and strengthening the cooperation between the government and United Nations organizations.

Governance

Governance arrangements

Steering Committee

Co-chaired by the national Chancellery, the Steering Committee provides general oversight of the Fund and oversees the allocation of non-earmarked resources according to priority areas. Committee members manage investments and approve, as required, the re-allocation of funds to joint programmes based on priorities. The Steering Committee reviews and approves progress reports on the implementation of joint workplans, and signs off on Fund extensions and updates to the terms of reference, as required.

Programme Steering Committee/Technical Board

Comprised of representatives from United Nations organizations and government, donor, and civil society partners, the Board approves joint programme documents, makes programme extension and allocation recommendations, requests fund transfers, and oversees the entire programme implementation process.

Secretariat

The Office of the Resident Coordinator serves as Secretariat for the Fund, providing technical and management support, and acting as the main liaison between the Multi-Partner Trust Fund (MPTF) Office, participating organizations, and other stakeholders. Responsibilities include advising the Steering Committee on strategic priorities and financial allocations; providing operational support; consolidating annual and final narrative reports and sharing them for review; facilitating collaboration and communication between Fund partners, and liaising with the Administrative Agent on financing-related issues.

Administrative Agent

Participating Organizations receive funds through the Administrative Agent, the MPTF Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

SDG Partnership Fund investments support the United Nations country team in Moldova in mobilizing resources and expanding partner networks. To accelerate 2030 Agenda progress, fast-tracked programmes are implemented across five critical areas: governance, human rights, and gender equality; sustainable, inclusive, and equitable economic growth; environmental sustainability and resilience; inclusive and equitable social development, and COVID-19 prevention and management.
