Objectives

Fund scope

Rooted in 2030 Agenda for Sustainable Development philosophy, the Migration Multi-Partner Trust Fund (MPTF) promoted the notion that migration is a layered reality with challenges and opportunities that affect countries of origin, transit, and destination. The Migration MPTF helped stakeholders close the gap between national plans, Global Compact migration targets, and Sustainable Development Goal achievement—SDG target 10.7 in particular. Affiliation with the Trust Fund signified that members are willing to, “Facilitate the orderly, safe and responsible migration and mobility of people through the implementation of planned and well-managed migration policies.” 

The Migration MPTF was the only financial mechanism in use in by development organizations fully dedicated to supporting collective action on migration. This included fostering mutual trust, determination, and solidarity between national governments and other stakeholders to broker the application of safe, orderly, and regular migration practices.  

Strategic framework and theory of change 

At the heart of the Global Compact are 10 principles for success, which respect the sovereignty of Member States as they developed comprehensive migration policies according to local and cross-border contexts. The Migration MPTF adopted these guidelines and encouraged the United Nations and other stakeholders to uphold them when rolling out initiatives that embodied the following Global Compact commitments:

7. Gender-responsive 
8. Child-sensitive 
9. Whole-of-government approaches

Joint programmes were designed in collaboration with migration experts, United Nations organizations, local authorities, migrant and host communities, and migrant organizations. Programmes supported by the Trust Fund were nationally owned, aligned with United Nations Development System reform measures, coherent, innovative, transparent, and result in stronger cross-border partnerships and networks.

Governance arrangements

Steering Committee  

The Migration MPTF was governed by the Steering Committee, a multi-partner decision-making body chaired by the Director General of the International Organization for Migration (IOM). The Steering Committee took decisions by consensus and was responsible for several tasks some of which include, providing oversight and exercising overall accountability of the Trust Fund; reviewing and approving proposals submitted for funding; instructing the Administrative Agent to transfer resources, and reviewing Trust Fund status and overall progress against the results-based matrix.  

Consultative Forum  

The forum provided stakeholders with a platform to discuss Trust Fund operations, progress, and future direction. With support from the Fund Management Unit, the Chair of the Steering Committee provided an update at the Forum on the status of the Fund, adoption or revision of investment plans, allocation decisions, and reviewing achievements and challenges.  

Fund Management Unit  

The Fund Management Unit was responsible for day-to-day Trust Fund operations and providing management support to the Steering Committee. The Unit drew on the technical expertise of network members and was housed at IOM headquarters in Geneva. The Fund Management Unit was responsible for coordinating and executing all management functions of the Migration MPTF, planning Steering Committee meetings, and maintaining records of decisions taken. 

Administrative Agent 

Funds were routed by way of a pass-through mechanism where Participating Organizations received funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Recipient Organizations 

Programme implementation was the responsibility of participating organizations, including from government and civil society. Each organization/institution was programmatically and financially responsible for resources received.

Results

The Migration Multi-Partner Trust Fund supported national governments in the adoption and implementation of the Global Compact. Trust Fund members were encouraged to adopt migration approaches that are locally-owned and benefitted communities of origin, transit, and destination, along with migrants themselves.
