Objectives

Fund scope

Challenges in the Maradi Region of Niger ranged from food insecurity to malnutrition and economic hardship to poor quality of local services. Informed by the Millennium Development Goals (MDGs), national Accelerated Development and Poverty Reduction Strategy (SDRP), sector policies, the UNDAF for Niger, and Paris Declaration, the Maradi Joint Programme was designed to generate results across intersecting areas.

Programme stakeholders strove to improvement the food security situation for local communities, as well as food production and household productivity by promoting innovative agriculture and livestock practices, and micro credit. In addition, behavioural change measures particular to the context were drawn down and launched to reach vulnerable populations, particularly women, in a bid to increase use of quality, basic social services.

To consolidate programmatic efforts, partners cast a wide net when building relationships and capacities with public authorities, grassroots community organizations, and local stakeholders. Central to the programme was the creation of conditions where citizens could equitably participate in governance and decision-making processes—empowered to exercise control and play a part in policy-related decisions across Maradi.

To achieve results flexible attitudes and close coordination around a common vision were vital, as was clearly identifying and mapping the main challenges people living in Maradi faced. The primary stakeholders were national and regional government officials, providers of technical services, local and municipality authorities, and members of the private sector, grassroots organizations, civil society, and other bilateral and multilateral partners.

Results

Across sectors, the following results were seen:

Joint programming of PMTCT activities and care for people living with HIV led to the optimization of results, which included monitoring HIV positive pregnant women and children exposed to HIV, and to increase use of anti-retroviral.

Hygiene promotion in schools.

Quality and accessibility of health care surveys carried out to collect reliable data to inform policies and projects, especially in the field of health and nutrition.

Construction and sustainable management of hydraulic structures was sought through the establishment of local management mechanisms and carrying out promotional activities in good hydro-sanitary practices. This was in addition to the construction of new classrooms enabled children in target areas to benefit from improved learning conditions.

Community approaches (e.g. Husband Schools Strategy to involve men in the promotion of family planning or the initiative geared towards adolescents for the prevention of marriage and early pregnancies) stimulated participation among community leaders and members, and led to significant progress in reducing maternal mortality and promoting family planning.

The involvement and strong support of administrative and customary authorities helped improve the quality of community programming and made it possible for elected officials to connect with and represent the people they serve.

Support to technical service workers in municipalities allowed for skills exchange in water, hygiene and sanitation, and improved local ownership of projects along with their sustainability and possibility for scaling up.
