The United Nations Development Group Human Rights Mainstreaming Fund (UNDG-HRM Fund) anchors human rights processes and practices in United Nations development work, and supports Member States in fulfilling their human rights commitments and obligations.
The work of the Human Rights Mainstreaming Fund is possible thanks to the efforts of . These resources are pooled and channelled to participating organizations to promote joint action and multi-stakeholder partnerships, making a difference on the ground.
The UNDG-HRM Fund was designed to support the United Nations Sustainable Development Group (UNSDG) in anchoring human rights at the heart of all United Nations work. Since its inception in 2009, the Trust Fund and its human rights mainstreaming structures have evolved, strengthening system-wide coherence and collaboration on human rights and providing policy and operational support to Resident Coordinators, regional UN Sustainable Development Group Teams and UN Country Teams (UNCTs) in integrating human rights principles and international standards in support of national commitments and human rights obligations.
This pooled fund has contributed for the UNSDG to champion a comprehensive and systematic approach to strengthening policy coherence when integrating human rights in development programmes and practices. Such an approach ensures structures and tools are readily available to Resident Coordinators and UNCTs so they can they better respond to the increased demand for support on human rights, access expert knowledge, and can launch pioneering initiatives.
Current work is designed with the 2030 Agenda for Sustainable Development in mind given the agenda’s strong focus on human rights. Leaving no-one behind, reaching those furthest behind first, and addressing inequality and discrimination are at forefront of the Fund’s work and the support provided to the United Nations at the country-level in addressing human rights when implementing the SDGs.
The UNDG-HRM Fund works on mainstreaming human rights across the UNDS by strengthening system-wide coherence and collaboration and offering timely support to Resident Coordinators, Regional UNDGs, UNCTs and national partners. In line with UNSDG strategic priorities, the Fund focuses on four priorities:
Policy and operational coherence: Promoting a coordinated system-wide approach on integrating human rights principles and standards in United Nations operations.
Leadership: Providing coordinated support to Resident Coordinators and UNCTs in mainstreaming human rights at the regional and country levels.
Support to national capacity building: Developing an effective system-wide approach in strengthening national human rights protection systems, when requested by governments.
Advocacy and knowledge: Contributing to the integration of human rights issues in UNSDG advocacy on development agenda and global issues.
Funding streams
Contributors include multiple United Nations organizations, national governments, intergovernmental organizations, NGOs, and the private sector—primary contributions have been made by the governments of Denmark, Finland, Germany, Ireland, Norway, and Sweden. A pass-through fund management modality is used to redirect contributions to participating organizations. On-going projects financed by the UNDG-HRM Fund support Resident Coordinators and advisory functions, as well as strengthening national systems.

Steering Committee
The Steering Committee provides overall leadership, sets the strategic direction of the Fund, approves allocations, and tasks the Resource Management Committee on meeting regularly to prepare resource allocation recommendations for approval of the Steering Committee.
Resource Management Committee
The Resource Management Committee (RMC) is a sub-committee that makes recommendations on the allocation of funds from the UNDG-HRM Fund. The RMC is comprised of senior representatives from six Participating Organizations that have signed an MOU, one of whom serves as the Chairperson.
United Nations Resident Coordinators
The UNDG-HRM supports Resident Coordinators in giving strategic leadership to UNCTs on mainstreaming human rights at country level and in relationships with national partners. When requested by UNCTs, Resident Coordinators will provide oversight to national programmes, ensuring that Participating Organizations are meeting their obligations.
Resident Coordinators are entrusted with supporting overall programme design and monitoring and evaluation, and are responsible for programmatic oversight of UNDG-HRM activities.
Focal Point Group
This group reviews proposals submitted by Participating Organizations and makes recommendations on allocation of funds.
Technical Secretariat
The United Nations Development Coordination Office (UNDCO) hosts the UNDG-HRM while OHCHR, as the lead organization, provides support on specific Fund components/tasks. The Technical Secretariat provides advice on UNSDG policies and guidelines, links to other working groups, and coordination support to Resident Coordinators, UNCTs, and regional UNDG teams.
Administrative Agent
The Multi-Partner Trust Fund (MPTF) Office is the Administrative Agent for the UNDG-HRM Fund. It is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to the donors.
Participating United Nations Organizations
Participating Organizations sign a standard memorandum of understanding with the Administrative Agent. Operating under their own financial regulations, rules and policies, each organization assumes full financial and programmatic accountability for funds disbursed by the Administrative Agent and project implementation. Participating Organizations are obliged to submit financial and narrative progress reports to the Administrative Agent on a six-month basis.
