Fund scope

Established in 2014, the Afghanistan Humanitarian Fund is a pooled mechanism that addresses Afghanistan’s most critical humanitarian needs, and encourages donors to provide early contributions for the rapid delivery of emergency responses.

Humanitarian projects respond to needs identified in the Afghanistan Common Humanitarian Action Plan. This plan outlines annual strategic and operations for the United Nations and NGOs when channeling assistance and is aligned with the country’s humanitarian clusters. The Fund operates according to four primary objectives:

• Promoting needs-based assistance in accordance with humanitarian principles.
• Improving the coherence of humanitarian responses by providing strategic resources for humanitarian action as identified in the national Action Plan.
• Strengthening coordination and leadership, primarily through the cluster system.
• Supporting cluster and regional priorities in accordance with urgent needs.

Interventions are closely aligned with humanitarian response priorities for Afghanistan and offer short-term solutions to sudden emergencies or rapidly deteriorating conditions. Projects are implemented by a committed group of partners, including national and international NGOs, and United Nations organizations.

Strategic and results framework

The Afghanistan Humanitarian Fund allocates resources to partners that are well-placed to deliver timely and integrated activities in accordance with national and international humanitarian principles. The core principles of the Fund are to:

• Promote inclusive partnerships.
• Provide timely and flexible resources for emergency situations.
• Ensure projects are efficient and accountable in minimizing transaction costs and maximizing transparency and accountability.

Organizations and projects are vetted and monitored by way of regular reporting on achievements. The Fund upholds principled, coordinated, and timely humanitarian responses in Afghanistan distinguished by a common focus, flexibility, and ability to boost responses with targeted allocations and strengthened humanitarian coordination.

Like all other country-based pooled funds, the Afghanistan Humanitarian Fund is designed to complement other rapid sources of finance such as the Central Emergency Response Fund. To be eligible, NGOs undergo a rigorous capacity assessment to ensure they have the necessary structures and capacities in place to meet robust accountability standards and efficiently implement humanitarian activities.

Governance

Humanitarian Coordinator

Supported by OCHA and the Humanitarian Financing Unit, the Humanitarian Coordinator is responsible for overall management of the Fund. Additionally, the Coordinator authorizes disbursements; defines the level of emergency reserves; reports to donors; manages Fund monitoring and evaluation processes, and mobilizes resources.

Advisory Board

The Board is comprised of representatives from participating organizations. It supports the Humanitarian Coordinator in steering Fund strategic direction and oversees performance, advises on strategic and policy issues, reviews project accountability and allocation mechanisms and procedures, and serves as a forum for information sharing and donor coordination.

Humanitarian Financing Unit

Responsible for the receipt and management of contributions, the Unit disburses funds to partner organizations in accordance with decisions made by the Humanitarian Coordinator. In addition, the Humanitarian Financing Unit provides periodic financial reports on Fund progress, donor commitments, and deposits and transfers to Participating Organizations.

Administrative Agent

Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
