Objectives

Fund scope

The Darfur Community Peace and Stability Fund (DCPSF) is a multi-donor trust fund that supports community-level peacebuilding and conflict mediation in the region of Darfur. Fund stakeholders work towards achieving local peace and stability by providing support where it is needed most. In line with the United Nations ‘New Way of Working’ and pursuit of collective outcomes in humanitarian, development, and peacebuilding programming, the DCPSF addresses underlying causes of conflict by strengthening community inclusiveness and cohesion along with local peacebuilding structures and expanded livelihood opportunities.

Initiatives funded by the DCPSF fall within, but are not limited to, the following areas:

• Local peacebuilding
• Expansion of basic social services
• Enhancing community livelihoods
• Improving governance and rule of law

Priority programmes and projects are implemented by a range of organizations from the United Nations in tandem with national and local NGOs and civil society organizations.

Strategic and results framework

Sustaining any end to the protracted conflict in Darfur involves addressing the root causes of conflict, which are extreme poverty, political and economic marginalization, environmental degradation and competition over natural resources.

The DCPSF funds initiatives that address these core causes of conflict. Fund stakeholders support the timely allocation and disbursement of resources for activities that create the conditions for stability, security, justice and social equity in Darfur. The DCPSF was designed to uphold four principles:

• Each programme and project approved for funding is in line with the purpose, scope and criteria outlined in the Terms of Reference;
• Special attention is paid to transparency and accountability, as well as the prompt delivery and efficient utilization of provided resources;
• Forging partnerships or associations with local civil society organizations, even when activities financed are carried out by Participating Organizations; and,
• Each activity financed by the DCPSF explicitly incorporates capacity building activities that develop sustainable, local capacities for the long term.

Projects funded by the DCPSF are not eligible for support from the Sudan Humanitarian Fund or vice-versa.

Governance

Governance arrangements

Steering Committee

The management of DCPSF activities is led by the Steering Committee, which is chaired by the United Nations Resident Coordinator. The Steering Committee is comprised of members from donor and NGO communities, representatives from United Nations organizations, the United Nations African Union Mission in Darfur (UNAMID), along with focal points from the Joint Mediation Support Team (JMST) and the Multi-Partner Trust Fund (MPTF) Office as Administrative Agent, as ex-officio members.

Membership is not fixed and may include other members. The Steering Committee is responsible for providing strategic guidance on priorities, approving proposals for funding, reviewing consolidated progress, financial updates, and reports, and coordinating with UNAMID and the Sudan Humanitarian Fund on overlapping activities.

Technical Secretariat

The Technical Secretariat provides quality assurance throughout the programme/project approval cycle, reviews and vets projects before they are submitted to the Steering Committee, and streamlines preparation and decision-making processes related to the DCPSF. The Head of the Technical Secretariat works closely with MPTF Office (Administrative Agent) and reports to the United Nations Resident Coordinator as Chair of the DCPSF Steering Committee. Secretariat staff work closely with the four Thematic Working Groups (TWGs) of the DCPSF and Participating UN organizations.

Thematic Working Groups

These groups provide peacebuilding, governance, rule of law, livelihoods, and basic social service support. Chairs are nominated by the respective heads of United Nations organizations to attend Steering Committee meetings unless the proposal under review is from the organization the Chair represents.

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
