Working for Health Multi-Partner Trust Fund 

Objectives

Fund scope

Established by the International Labour Organization (ILO), Organisation for Economic Co-operation and Development (OECD), and World Health Organization (WHO), the vision of the MPTF is to provide everyone with equal access to health services provided by skilled and empowered health and social workers. 

The Working for Health MPTF expands and transforms global health and social service workforces to accelerate progress towards universal health coverage and global health security. Targeted policy advice, along with technical assistance and capacity strengthening, is provided to achieve these twin goals. Collaborations with government partners, the private sector, and civil society work towards achieving SDG 3 (good health and well-being), SDG 4 (quality education), SDG 5 (gender equality), and SDG 8 (decent work and economic growth).

Programme initiatives will result in the creation of 40 million new jobs in the health and social sectors, and avert the projected shortfall of 18 million health workers in low- and lower-middle income countries by 2030. 

Theory of change

Fund stakeholders assist Member States in accelerating investments and action to avert the projected 18 million health-worker shortfall, and create over 40 million new health and social worker jobs. Strengthening advocacy, political commitments, accountability, social dialogue, and data are the foundational elements of the Working for Health programme.  

Building upwards on this foundation, the programme collaborates with national governments and local stakeholders in the development of global public goods. The programme also provides direct assistance to Member States on ways of enhancing institutional capacities and analytics, and facilitating cross-sector policy dialogue to:  

• Create a supply of appropriately skilled health workers to meet public needs. 
• Create decent health sector jobs that meet public and workforce needs. 
• Optimize the retention, recruitment and performance of the health workforce.  

As well as improve data collection and sharing to achieve mutual benefits that improve the international mobility of health workers. 

Governance

Governance arrangements

Steering Committee

Responsible for approving the strategy and overall work plan, and overseeing the Working for Health programme. Decisions are taken by consensus. Working closely with the Secretariat, the Steering Committee supports and guides the programme to ensure effective impact.

Technical Secretariat

Comprised of staff from WHO, OECD, and ILO, the Technical Secretariat provides support functions such as advising on strategic priorities, programmatic and financial allocations, logistical and operational support to the Steering Committee, organizing calls for proposals, appraisal processes, and monitoring operational risks and fund MPTF performance. The Secretariat also provides programme support including, but not limited to, reviewing proposals, providing monitoring and evaluation guidance, quality assurance, and partnership support.

In countries where the Working for Health Programme will provide significant support and assistance, existing country coordination mechanisms will be strengthened or established if they do not exist, pending discussion with representatives of the government in these countries. These committees will play an important role in ensuring country ownership, policy coherence and coordination at the national level.

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Equal access to health services is how the Working for Health MPTF accelerates progress towards universal health coverage and global health security. Collaborations and integrated efforts provide national, regional, and global results that tie into the SDGs—goals 3, 4, 5, and 8, in particular.
