Objectives

Fund scope

The Joint Programme for Rule of Law and Human Rights in Darfur provides a framework for implementing Security Council resolutions that reaffirm commitments made towards achieving and sustaining peace, unity and the territorial integrity of Sudan. United Nations organizations work closely with the government, civil society, and local communities to strengthen the institutional capacity of justice, corrections and law enforcement structures and services, as well as other institutions that uphold human rights and the rule of law in Darfur.  

Two interrelated areas are situated at the heart of this joint programme: 1) the reinforcement of justice institutions, including customary and traditional justice systems, and 2) improving community and vulnerable group awareness on their rights to accessible and equitable justice services. To address the root causes of conflict in Darfur, this pooled fund supports the rights-based resolution of land issues. All programme interventions mainstream gender components. 

Strategic and results framework 

The focus of Joint Programme activities is to increase the trust of Sudanese people in justice and security institutions by improving the relationship between citizens and the government—resulting in broader participation and local ownership. UNDP and UNAMID are implementing a sector-wide approach to ensure different actors are involved in the design and implementation of projects.  

Programme results are clustered under three outcome areas: 

• Strengthening justice institutions to provide equitable, effective and accountable justice services. 
• Improving access to justice and human rights services for communities and vulnerable groups. 
• Improving justice and local conflict resolution systems so solutions better address land-related issues. 

Approaches and activities are guided by the 2017 United Nations Development Assistance Framework (UNDAF). The UNDAF draws on the United Nations Country Analysis, as well as information from project and programme evaluations. Successful implementation of Joint Programme activities supports national objectives prioritized under Sustainable Development Goal 16, and United Nations Security Council Resolution 1325 on women, peace and security, and UNDAF Outcome 6.

Partnerships  

The Joint Programme is administered according to partnerships between UNAMID, civil society organizations, international and local NGOs, and government stakeholders. UNAMID provides technical and advisory services, along with training seminars and other logistical support for the effective implementation of activities under the programme.  

No partners are involved in direct project implementation due to limited resources; however, back-up support is provided by field office operations staff and UNAMID technical staff in various states/sectors.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
