The work of the Partnership for Action on Green Economy is possible thanks to the efforts of . These resources are pooled and channelled to participating organizations to promote joint action and multi-stakeholder partnerships, making a difference on the ground.
Bringing together the expertise and convening power of the United Nations to work closely with national governments, private sector and civil society, the Partnership for Action on Green Economy (PAGE) provides comprehensive, coordinated and cost-effective packages of analytical, technical, and capacity services to 20 countries. Aligned with the 2030 Agenda for Sustainable Development (and SDGs related to economy, jobs, environment, and climate change), PAGE helps transform sluggish economies into drivers for growth, sustainability, and social equity.
Encouraging countries to embark on new, green economy pathways, PAGE emphasizes national ownership, supporting governments in building consensus and cementing collective commitments for the implementation of reforms that advance inclusive green economies and contribute to SDG achievement. To meet the demands of national governments, PAGE endorses transformative change via the adoption of inclusive green economy policies and practices. Reframing economic policies and practices around sustainability creates an enabling macro-economic environment. It “greens” sector projects and aligns financial regulations and markets with sustainable development planning—all crucial requirements for a smooth inclusive green economy transition.
The objectives of the Fund are ambitious when it comes to operationalizing a transformative and systemic vision for countries and the global economy. Beyond the countries PAGE currently supports, the Fund platform is used to trigger a “multiplier effect,” inspiring leaders and change-makers from around the world to revamp their economies.
Delivering transformational change relies on empowering champions of green strategies, as well as informing policy processes, financing policy action, and encouraging strong national ownership. The Fund is committed to growing and nurturing partnerships so practices and projects roll out through existing institutional and organizational channels. The eight principles that guide PAGE action prior to, and during, engagement include:
There is no one-size-fits-all solution for greening economies—each country and sector requires a tailor-made approach that speaks to unique priorities and circumstances. If priorities change and a country no longer shares the PAGE vision the Fund can shift its support to countries with a higher demand and opportunities for transformation.
The highest decision-making body in the governance structure, the Management Board agrees on the overall programme of PAGE and the deployment of resources. The Board also makes final decisions on new countries that join the Fund network.
Comprised of financial supporters, the Donor Steering Committee guides the development and implementation of partnership activities, providing strategic guidance and making recommendations to the Management Board and Technical Team on strategic aspects of implementation.
The Technical Team is responsible for planning and sharing progress on activities, developing the annual workplan (ensuring consistency between country and global activities), proposing strategic decisions to the Management Board. Multiple working groups are established by the Technical Team for members to discuss, plan and monitor the implementation of specific activities under each workplan.
Provides insight to the Technical Team, Management Board, and Donor Steering Committee. The PAGE Secretariat is the central liaison between partners and assists with the coordination of programmes in close collaboration with the Technical Team. General responsibilities involve communication and advocacy, fund management, planning, programme coordination, and monitoring and evaluation.
Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
