Papua New Guinea UN Country Fund 

Although Papua New Guinea is still transitioning as a country it is positioned to grow in status in the region prior to 2030. Emerging as a regional leader, Papua New Guinea has experienced the rise of a skilled middle class, seen considerable growth in business and tourism sectors, reaped the benefits of peacebuilding practices, and forged community resilience in the face of natural disasters.

There is still plenty of road to travel in making gains in peace and security, social protection, responses to climate change, and long-term sustainable development. The Papua New Guinea UN Country Fund supports the national government in providing responses to ongoing challenges by consolidating country-level funding mechanisms that better support the needs of local partners and deliver on the Sustainable Development Goals and 2030 Agenda. The Country Fund manages resources in support of initiatives that respond to emerging needs. With the Government of Papua New Guinea and civil society partners at the helm, the Fund encourages partnership engagement, innovative communication and advocacy, and coherent financing, allocation and disbursement under the two windows of UNDAF 2018-2022 and strategic support.

Strategic framework

The Papua New Guinea UN Country Fund borrows heavily from the United Nations Development Assistance Framework for 2018-2022, is grounded in the four pillars of the 2030 Agenda, and has been localized in the government’s medium-term development plan for 2018-2022:

• Outcome 1: People—Inclusive human development, and equitable services
• Outcome 2: Prosperity—Inclusive and sustainable growth
• Outcome 3: Planet—Sustainable management of natural resources, biodiversity conservation, and strengthened climate and disaster resilience
• Outcome 4: Peace—Promoting inclusive, governance, justice and peace

In partnership with the Government of Papua New Guinea, civil society, development partners, private sector, and academia, the Country Fund supports programmes that work in, and across, these four areas to deliver sustainable development results and bolster peace and security.

Closely aligned with national plans, the UNDAF 2018-2022 is the only United Nations planning tool in Papua New Guinea, and is used to shore up progress toward national targets, deliver Sustainable Development Goal outcomes, and inform a Fund framework centered on joint planning and progress reporting to minimize the duplication of efforts and efficiently use resources.

United Nations Resident Coordinator

The Resident Coordinator is responsible for leading Country Fund implementation. The Resident Coordinator supports joint resource mobilization, reviews documentation on allocation and reporting processes, and holds Participating Organizations to account on the implementation of programmes.

Joint Programme Steering Committee

Chaired by the Government of Papua New Guinea and United Nations Resident Coordinator, and with members from relevant line ministries and Heads of Participating Organizations, the Committee sets high-level priorities and provides Fund oversight.

Administrative Agent

Participating Organizations receive funds through the Administrative Agent, the Multi-Partner Trust Fund Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Funds are dispersed through two windows.
