Law and Order Trust Fund for Afghanistan 

The Law and Order Trust Fund for Afghanistan (LOTFA), the successor of the previous fund, delivers programmes across the national justice chain in support of effective, inclusive, and accessible state-based rule of law. Area-based approaches target urban areas and can be expanded to rural communities. Support to law enforcement, formal justice personnel, and traditional dispute resolution mechanisms are integrated into programmes based on community needs.

The revised Trust Fund addresses critical programming gaps within the rule of law sector, such as a comprehensive engagement at the intersection of formal justice systems and traditional dispute resolution mechanisms. Civil society and local media engagement are central to LOTFA initiatives since they provide critical feedback in the effectiveness and endurability of security and justice reforms. By enhancing civilian oversight and monitoring feedback loops it creates space for greater administrative accountability and transparency to emerge.

^{Strategic framework and theory of change}

The LOTFA framework and theory of change outline objectives that are organized according to four established thematic windows: Security, justice, anti-corruption, and Ministry of the Interior payroll. The framework contributes to the three overarching goals of:

• Improving state-based rule of law
• Increasing security and safety for Afghan communities
• Fostering trust in state institutions and helping the government build legitimacy

Goals are aligned with national strategic frameworks on security, justice, anti-corruption, along with the National Action Plan on Women, Peace and Security. Should national institutions be able to provide responsive and effective state-based rule of law services that meet the needs and expectations of people, state authority will be recognized and upheld as a reliable provider of security within the country.

Furthermore, if responsive national institutions demonstrate continuous engagement with citizens to improve administrative performance and service-delivery people will be inspired to increase their confidence in the state. Once legitimacy and trust in democratic authority is sustained Afghanistan will have paved the way for inclusive, sustainable, and durable development progress.

Steering Committee

The Steering Committee is responsible for setting strategic direction, general supervision, providing financial oversight and accountability, and monitoring progress towards achieving results.

Trust Fund Management Unit

Responsible for operational functioning of the Fund, the Management Unit provides technical and administrative support to the Steering Committee and Technical Working Groups, and oversees project proposal revisions, Fund monitoring, evaluation and reporting, and overall risk management.

Technical Working Groups

Technical Working Groups act as consultative bodies for each thematic window. Group members coordinate technical inputs and support assessments, studies, surveys, reviews and evaluations, as well as project proposal reviews, project monitoring, risk management and implementation. Groups provide recommendations to the Steering Committee and operate on the premise of consensus.

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
