Objectives

Fund scope

The years between 2012 and 2014 were turbulent in Libya as the country struggled to transition to a full democracy. Yet, in spite of the tremendous challenges—circumstances that affected the country’s electoral sector and, by default, UNDP’s Libya Electoral Assistance Project (LEAP)—there were several accomplishments. The only project supported by the Libya Recovery Trust Fund (LRTF) between 2012 and 2014, LEAP provided operational assistance and technical support in three of Libya’s national elections, operating within the framework of the integrated UN Electoral Support Team.

Results were spread across seven output areas: 

• Strengthening the capacities of HNEC to plan, prepare and conduct elections. 
• Civic and voter education.
• Enhancing electoral process access and participation using women's groups, cultural components, and civil society organizations.
• Strengthening the capacities of national media.
• Boosting the capacity of HNEC to conduct media monitoring.
• Improving electoral dispute resolution.
• Strengthening capacities to coordinate electoral security.

As the periods between electoral events are typically volatile this is when entities like the High National Elections Commission (HNEC) worked on strengthening internal processes and structures in preparation of future challenges or crises. LEAP stakeholders supported the intensive capacity development of HNEC between electoral events and implemented actions aimed at increasing knowledge and awareness of electoral issues amongst electoral stakeholders: Legislators, media and civil society.

International and domestic observers commended the management of electoral processes given prevailing political and security contexts.

Results

Although several achievements were made in 2014, the situation in Libya was extremely fluid, presenting several risks that could impact the sustainability of project progress. In many cases, issues arose from the broader political situation, which meant that mitigation measures fell outside the purview of LEAP, UNEST, HNEC or project partners. Even in such cases, LEAP stakeholders forged relationships with relevant parties who continue to manage electoral interventions while UNEST remains in regular contact with partners to ensure they have an accurate picture of agreed-upon implementation plans.
