Objectives

Fund scope

Rapariga Biz generates robust data and evidence through the implementation of sexual and reproductive health and rights (SRHR) programmes for young women and girls in Mozambique. Existing health disparity gaps are closed through the application of solutions focused on mass media, school enrolment, mobile clinics, community dialogue, school sexuality education, vocational training, and economic empowerment.  

What is more, initiatives not only lead to measurable changes in the attitudes, behavior, and agency of girls and young women to reduce early marriage and pregnancy rates, but also address Sustainable Development Goals (SDGs) and 2030 Agenda priorities and targets. 

Strategic and results framework 

A holistic and integrated human rights-based approach is used to bridge gaps, with Rapariga Biz funds allocated to partners rolling out projects that generate new learning on adolescent SRHR, strengthen the programmatic results framework, improve coordination among collaborators, and enhance results through costed and no-cost programme adjustments. 

Particular focus is placed on the joint programme learning agenda—identifying extraneous variables that lead to successful outcomes, understanding the ways interventions contribute to attitudinal and behavioral change, and uncovering which combinations of interventions are most cost-effective. All are critical for evidence-based learning and achievement on adolescent SRHR in Mozambique.    

Governance

Governance arrangements

Joint Programme Steering Committee 

The Steering Committee provides strategic leadership of the programme, including guidance on fund allocations, monitoring and evaluation, and the annual review. The Committee is comprised of representatives from the Government of Mozambique, UK Department for International Development, the United Nations, and local partners. 

Technical Assistance Facility 

The Facility team is made up of experts with specific management, gender, and economic empowerment knowledge, experience and skills. In November 2018, the Population Council joined the Facility to assist in project learning, resource analysis, report writing, and evidence sharing.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, the Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations 

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

The Rapariga Biz joint programme elevates the voices of young people in promoting and protecting the sexual and reproductive health rights of girls and young women in Mozambique. Approaches include community and leadership development, male involvement in revising socially-constructed gender roles, economic empowerment, and the adoption of inclusive local policies.
