Objectives

Fund scope

In the past, adolescent girls in Malawi were at an academic disadvantage because of age, gender, income, marital status, and geographic location. At risk of becoming young mothers or married off, they were prone to dropping out of school more frequently than their male peers, encountering gender based violence (GBV), or to acquire sexually transmitted diseases. Such social barriers have meant adolescent girls are less likely than boys to have basic literacy and mathematics skills, affecting their access to employment and income opportunities. Although Malawi’s education sector improved since 2000, the remaining challenges have affected the quality of education and basic skills girls have access to.

Strategic framework

The United Nations Joint Programme on Girls’ Education (JPGE) targeted the factors affecting girls’ access or ability to complete school. Programme design includes education, nutrition, and sexual and reproductive health right initiatives, integrating life skills, gender equality, social change and community engagement into all initiatives. Implemented by the Government of Malawi in collaboration with UN organizations, the JPGE reduced poverty by modifying quality education and basic life skills for in- and out-of-school adolescent girls in the districts of Dedza, Mangochi and Salima.

Joint programme stakeholders helped reduce poverty through the provision of improved quality education for adolescent girls by focusing on strategic objectives and complementary outcome/thematic service package areas.

Governance arrangements

Steering Committee 

The Committee was comprised of heads of agencies, a Senior Representative from the Norwegian Embassy, and principle secretaries from the Government of Malawi. 

Technical Working Group 

Headed by the Project Coordinator, the Technical Working Group was responsible for monitoring project progress, overseeing programme implementation, coordinating project activities, and achieving project outcomes. Decisions from this group were taken to the Steering Committee for approval. 

Sub-national Coordination Mechanisms 

At the sub-national level, the JPGE was overseen by existing leadership and coordination mechanisms.

Results

The first phase of the JPGE Malawi provided quality education and life skills for adolescent girls through the implementation of an inclusive and intersectional approach.
