Objectives

Fund scope

The Ixil Joint Programme for Integral Rural Development addresses multiple development challenges in Ixil, Guatemala. Comprehensive approaches are community-focused and aligned with the K’atun 2032 National Development Plan and National Policy for Integral Rural Development. Central to the Joint Programme is an inclusive approach where vulnerable community members, many of whom live in poverty and/or are survivors of armed conflict, exercise their rights by participating in processes that lead to sustainable peace, economic, and livelihood outcomes.  

Alongside building community resilience, the Joint Programme boosts the capacities of local institutions and authorities in three Ixil municipalities. This two-pronged approach clears a path for partners—the Government of Guatemala, United Nations, local NGOs, Joint Programme donors, and international organizations—to drive inclusive governance processes built on human rights and resilience foundations. 

Strategic and results framework  

The Joint Programme removes barriers to rural development in Ixil, Guatemala through solutions that improve rural development in participating municipalities. The programme closes gapsfor vulnerable communities and overstretched authorities by developing the capabilities of right holders and bearers and improving general living conditions.  

Moreover, joint programme activities are context-specific and endorse maximum inclusivity and stability in improving the livelihoods of families and communities. To achieve and maintain sustainable human development and peace gains stakeholders direct their efforts under five thematic areas: 

• Inclusive and sustainable development 
• Social development 
• Safe and violence-free societies 
• Justice for all  
• Multiculturalism and diversity  

Results are aligned with commitments outlined in national peace agreements and legal frameworks, as well as relevant international charters. Projects fall under one or more of the thematic areas and include, but are not limited to, economic equality, agricultural training, sexual health and reproductive rights, natural resource management, maternal and child health, nutrition, WASH, entrepreneurship, community building, and peace and security.   

Interventions achieve national outcomes and cover ground towards targets outlined in broader frameworks like the Sustainable Development Goals and 2030 Agenda. 

Governance

Governance arrangements

National Steering Committee 

Provides strategic guidance to, and performs general supervision of, the Joint Programme. Comprised of members from the ministries of agriculture, health, and planning, and various United Nations organization representatives, the National Steering Committee approves programme processes and operations, suggests corrective action, facilitates best practices, identifies networks or avenues of collaboration, and mobilizes additional resources. 

Management Committee 

Overseen by the mayors of the three participating municipalities and other local representatives, the Management Committee facilitates programme operations, rolls-out strategic policies and guidelines, establishes baselines, and supervises the monitoring and evaluation of joint programmes.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations 

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
