Objectives

Fund scope

The Joint Programme for Rural Development in Cuilco applies comprehensive approaches to development challenges in five municipalities of the high basin of the Cuilco River. Stakeholders work together to address poverty, gender inequality, and disaster risk reduction, implementing initiatives that align with the K’atun 2032 National Development Plan and National Policy for Integral Rural Development.

Vital to the Joint Programme is its people-centered approach. Community members, many of whom live in poverty, take part in the design of initiatives that increase their access to services and new skills in order to increase sustainable livelihood and economic opportunities. In tandem with community participation, local and regional institutions and authorities, like Urban and Rural Development Councils, develop coordinated policies that shore up protection, the responsible use and conservation of natural resources, and community resilience in the face of natural disasters.

Strategic and results framework  

The Joint Programme aims to improve rural development in vulnerable communities and identify viable solutions for the sustainable management of natural resources in the high basin of Cuilco. Programme action enables local communities and authorities to better adapt to climate change and the fallout linked to emergency situations and natural disasters. Stakeholders work towards inclusivity and stability by improving the livelihoods of families and communities in the areas of health, food, income, and infrastructure security.

Partners work closely with local government and regional institutions to increase administrative and governance capacities underscored by human rights, risk management, and climate change adaptability approaches.

Governance

Governance arrangements

National Steering Committee 

Provides strategic guidance to, and performs general supervision of, the Joint Programme. Comprised of members from the ministries of agriculture, health, and planning, and various United Nations organization representatives, the National Steering Committee approves programme processes and operations, suggests corrective action, facilitates best practices, identifies networks or avenues of collaboration, and mobilizes additional resources. 

Management Committee

Overseen by the mayors of five participating municipalities and other local representatives, the Management Committee facilitates programme operations, rolls-out strategic policies and guidelines, establishes baselines, and supervises the monitoring and evaluation of Joint Programme progress.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations 

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
