The work of the Iraq UNDAF Trust Fund is possible thanks to the efforts of . These resources are pooled and channelled to participating organizations to promote joint action and multi-stakeholder partnerships, making a difference on the ground.
The Iraq UNDAF Fund facilitated and streamlined contributions to United Nations programmes under the national United Nations Development Assistance Framework (UNDAF), which called for simplified substantive and financial reporting practices. The Fund served as a vehicle for the Government of Iraq to co-finance and mobilize resource in support of unfunded portions of the UNDAF along with new initiatives that responded to emerging needs and 2030 Agenda priorities.
The UNDAF covered the full spectrum of the Sustainable Development Goals (SDGs), which helped the United Nations country team (UNCT) in Iraq provide comprehensive support to meet its SDG commitments by 2030. Implemented in an integrated and holistic manner, the Fund financed programmes that increased government ownership, and improved operational and programmatic coordination between donors, the United Nations and Government of Iraq.
The principles that formed the bedrock of the Iraq UNDAF Fund included a coherent and streamlined platform for resource mobilization, allocation, and reporting for UNDAF programmes in Iraq. In line with ‘Delivering as One’ and ‘New Way of Working’ approaches, all programmes supported the achievement of development results under five UNDAF priority areas that were nationally owned and led.
The Iraq UNDAF Fund was the preferred development modality for avoiding duplication, reducing transaction costs and maximizing efforts, and was instrumental in bringing together United Nations organizations and national partners to work together on preparing, implementing, monitoring and evaluating activities designed to achieve SDG results and UNDAF outcomes. It was a vital financing tool that enabled stakeholders to effectively respond to national priorities in a flexible and adaptive manners.
The joint High-Level Committee (HLC) provided overall strategic direction to the Fund. The HLC, co-chaired by the Secretary of Council of Ministers (ComSec) and Deputy Special Representative of the Secretary-General, periodically reviewed achievements and strategic management issues and took decisions to adjust programme scope and pathway to results. Committee membership consisted of United Nations Heads of Agencies and representatives from the ministries of planning, finance, ComSec, and the Kurdistan Region of Iraq. Based on direction provided by the HLC, the UNDAF Steering Committee coordinated and oversaw Fund operations.
In principle, the mandate of the Support Office was to facilitate the work of the Steering Committee, including assisting in proposal development, and review of submissions prior to Steering Committee approval. In practice, the Support Office tracked the status of proposals, provided advice to Participating Organizations, and followed up on decisions taken by various contributing structures to ensure timely follow‐up and adherence to agreed upon UNDAF procedures.
The UNCT and Government of Iraq jointly managed the UNDAF through a Programme Working Group comprised of all United Nations and government partners that committed to achieving UNDAF priority results.
Funds were routed by way of a pass-through mechanism. Participating Organizations received funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent was responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Implementation of interventions was the responsibility of Participating Organizations. Each organization was programmatically and financially responsible for resources received.
