Humanitarian Coordinator
Responsible for the overall management of SHF activities. The Humanitarian Coordinator mobilizes resources, as well as:
- Defines the ceiling for the emergency reserve and allocates resources according to procedures;
- Allocates resources to IOM and NGO partners involved in the Work Plan, in line with the procedures and in keeping with UNDP regulations and rules;
- Approves allocations and disbursements;
- Reports to donors;
- Monitors and evaluates the impact and effectiveness of programme delivery; and,
- Chairs the Advisory Group.
The Humanitarian Coordinator supported by a Technical Support Unit, a Monitoring and Evaluation Unit and the Administrative Agent.
Advisory Board
The SHF Advisory Board is comprised of representatives from donor organizations, the United Nations Country Team (UNCT), and NGOs. The Advisory Board takes decisions on the most appropriate allocation of resources based on needs, priorities, and capacities, as well as reviews policy guidelines of regional and project allocations, appraises reports submitted and operational activities of the Fund, and advises on issues related to Fund operations.
Technical Unit
The Humanitarian Coordinator is supported by a Technical Unit managed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). The Unit is responsible for programmatic aspects associated with the management of the Fund, including the facilitation and allocation of resources.
Administrative Agent
Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, UNDP. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Participating Organizations
Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
