Sudan Humanitarian Fund 

ObjectivesFund scope

The Sudan Humanitarian Fund finances activities prioritized as the most urgent and strategic in addressing humanitarian needs. In alignment with the Sudan Multi-Year Humanitarian Strategy and Humanitarian Response Plan (HRP), the Fund facilitates responses for new emergencies that have been identified through coordinated needs assessments.

The SHF promotes the integration and mainstreaming of cross-cutting issues in all projects, such as gender, environment, ‘do no harm’ principles, protection, and accountability to affected populations. Project designs are based on fundamental humanitarian principles and in line with approved Humanitarian Country Team minimum operating standards for Sudan. The Fund prioritizes funding for NGOs that work as frontline responders to national emergencies, and includes national and local responders. In 2018, the SHF funded 89% NGOs working in Sudan.  

Strategic and results framework 

Only humanitarian projects included in the national UN and Partners Work Plan for Sudan are eligible for SHF funding. The workplan outlines annual strategic and operational actions for the United Nations and partners in Sudan, and is developed in consultation with national, regional and local authorities. The plan covers up to twelve sectors and four crosscutting issues. Inclusiveness, flexibility, timeliness, efficiency, accountability and risk management are the core principles of the Fund. 

To be eligible for SHF funding, NGOs undergo a rigorous capacity assessment to ensure they have the necessary structures and capacities in place to meet the Fund’s robust accountability standards, and efficiently implement humanitarian activities.  

There are two mechanisms for allocating funds: 

• Standard allocation, used for allocating the bulk of resources to highest priority needs. 
• Emergency reserve, used in the event of unforeseen emergencies or to address critical funding gaps. Up to 15% of contributions are set aside for the reserve.

Humanitarian Coordinator 

Responsible for the overall management of SHF activities. The Humanitarian Coordinator mobilizes resources, as well as: 

• Defines the ceiling for the emergency reserve and allocates resources according to procedures; 
• Allocates resources to IOM and NGO partners involved in the Work Plan, in line with the procedures and in keeping with UNDP regulations and rules; 
• Approves allocations and disbursements; 
• Reports to donors; 
• Monitors and evaluates the impact and effectiveness of programme delivery; and, 
• Chairs the Advisory Group. 

The Humanitarian Coordinator supported by a Technical Support Unit, a Monitoring and Evaluation Unit and the Administrative Agent. 

Advisory Board 

The SHF Advisory Board is comprised of representatives from donor organizations, the United Nations Country Team (UNCT), and NGOs. The Advisory Board takes decisions on the most appropriate allocation of resources based on needs, priorities, and capacities, as well as reviews policy guidelines of regional and project allocations, appraises reports submitted and operational activities of the Fund, and advises on issues related to Fund operations. 

Technical Unit 

The Humanitarian Coordinator is supported by a Technical Unit managed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). The Unit is responsible for programmatic aspects associated with the management of the Fund, including the facilitation and allocation of resources. 

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, UNDP. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations 

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

The introduction of the Common Performance Framework in 2018 meant OCHA could wield a new tool to the assortment of management, reporting and accountability instruments for the Fund and its results reporting. The tool is built on five fundamental principles that guide the management of Fund programmes: Inclusivity, flexibility, timeliness, efficiency and accountability and risk management.
