Objectives

Fund scope

The Albania SDG Acceleration Fund supports the integrated and coherent mobilization, allocation and disbursement of resources to promote the effective development and implementation of SDG activities. To advance the 2030 Agenda for Sustainable Development, stakeholders accelerate national progress through ongoing support to projects that address priority SDG areas embedded in the National Strategy for Development and Integration 2015-2020, the Programme of Cooperation for Sustainable Development (PoCSD) 2017-2021, and other development processes.

Initiatives financed by the Fund create an evidence-based understanding among policy makers and members of civil society on the ways Albania has progressed towards SDG and 2030 Agenda achievement.

Theory of change

The Albania SDG Fund is built on the UN Programme of Cooperation for Sustainable Development  2017-2021. Following consultations with the Government of Albania and other stakeholders it was agreed that, under the One UN framework, impact and development effectiveness measures would be launched to address ongoing challenges in four areas:

• Governance and rule of law
• Social inclusion (e.g. health, education, and social protection, and gender-based violence)
• Economic growth, labour, and agriculture
• Environment and climate change.

Across all four priority areas, the core principles of gender equality and development of national capacities are upheld and incorporated. Because the 2030 Agenda calls for collective action and integrated approaches, the Government of Albania and United Nations established the Albania SDG Acceleration Fund to support programming under these four areas, as well as others. The Fund supports multidimensional sustainable development activities to help Albania meets its SDG and 2030 Agenda commitments.

Governance

One UN Joint Executive Committee

Co-chaired by the Deputy Prime Minister and the United Nations Resident Coordinator, the Joint Executive Committee meets once a year along with representatives from government ministries, the Office of the Prime Minister, and UNCT. The Executive Committee reports to the Government of Albania’s Strategic Planning Committee.

The One UN Joint Executive Committee assesses progress against planned outcomes and their contribution to national priorities. It also ensures alignment and coordination between PoCSD and NSDI results, conducts an annual PoCSD review, advises working groups, as required, and allocates financial resources based on performance criteria.

Outcome Groups

These groups contribute to specific PoCSD outcomes through coordinated and collaborative planning, implementation, and monitoring and evaluation. Outcome Group responsibilities are aligned with the PoCSD results matrix. Members (comprised of ministerial representatives and representatives from the UNCT and Output Working Group) advise the Executive Committee and UNCT on opportunities and challenges linked to PoCSD implementation, programme management issues, and training opportunities for staff and national partners.

Resident Coordinator

Manages and coordinates the Albania SDG Acceleration Fund in consultation with Participating United Nations Organizations. The Resident Coordinator leads the United Nations to effectively deliver development outcomes at the country level.

Output Working Groups

Output Working Groups (OWGs) support the work of Outcome Groups. Technical committees comprised of representatives from implementing partners, they include members of civil society and the United Nations.

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, the Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
