Fund scope
The situation in Syria has reduced the ability of communities to respond to insecurity and move beyond a stage of coping to recovery and development. The internal displacement of people has exhausted savings and undermined livelihood activities, and placed incredible strain on the infrastructure and services of host communities. Not only is social tension increasing across Syrians, but an increasing number of young males are leaving the country in search of better economic opportunities.
The Syria Urban and Rural Resilience Fund takes a context-specific approach to tackle these issues. Bringing together the expertise of several committed partners, the Fund Joint Programme supports recovery and resilience programming in both rural and urban parts of the country to improve basic service provision, provide alternative livelihood opportunities, facilitate social cohesion, and attempt to address local causes of conflict in integrated and innovative ways.
Strategic and results framework
The Fund supports the design and roll-out of interventions that maintain and restore basic social services to help communities cope and recover swiftly in the face of ongoing insecurity. Programme action helps communities and local authorities overcome social fragmentation, rebuild trust, stabilize internal displacement, and bridge divides exacerbated by conflict.
The framework, upon which activities are based, gives Fund this pooled fund partners the flexibility to apply context-specific solutions to a volatile and fluid context, where complimentary humanitarian and early recovery resilience-focused efforts are a necessity. Cross-cutting themes (gender equality, human rights approaches, environment, capacity development, and result-s based management) are embedded within the Fund’sprogramme’s four overarching goals:
- Strengthen the resilience of displaced populations and host communities by providing an integrated package of services.
- Promote local and inclusive social and economic recovery.
- Support local planning approaches that rely on community participation and address causes of conflict.
- Meet the social cohesion and security needs of local communities, strengthening their collective ability to manage grievances and peacefully resolve disputes.
Achieving these outcomes creates an enabling environment for more comprehensive efforts towards sustainable peace and human security in the long term. Joint Programmes backed by the Fund the Fund adopt flexible programming approaches with a strong emphasis on community consultation and involvement.
