Somalia Joint Fund 

Objectives

Fund scope

A multi-donor, country-based pooled mechanism, the Somalia Multi-Partner Trust Fund was launched in 2015 (under the guise of the Somalia Development and Reconstruction Facility [SDRF]) to channel resources to projects that address the needs of Somalis under the following five pillars: inclusive politics, security, justice, economic foundations, and services and revenues. 

More than $303 million US dollars has been allocated by the Fund for initiatives since that time and collaborative efforts under the five pillars are bound by common governance arrangements for the United Nations, World Bank, African Development Bank, Special Financing Facility, and other organizations.  

Funds are prioritized according to municipality/locale, helping strengthen coordination and systems in Somalia.  

Strategic and results framework 

In addition to channeling funds for programmatic activities, this UN pooled fund offers coherence and alignment functions for existing United Nations programmes. Ongoing programmes maintain their account, governance structures, and legal relationships, but eventually become subject to common SDRF reporting standards and are progressively placed under Facility oversight.  

Fund action is structured under five Peacebuilding and Statebuilding Goal pillars: 

• PSG 1 Inclusive Politics: Achieve a stable and federal Somalia through inclusive political processes including, political dialogue, reconciliation and adoption of the Federal Constitution and elections by 2016. 
• PSG 2 Security: Establish unified, capable, accountable, and rights-based federal security institutions that provide basic safety and security for citizens. 
• PSG 3 Justice: Establish justice institutions capable of addressing the needs of the people of Somalia. 
• PSG 4 Economic foundations: Revitalize and expand the economy with a focus on livelihood enhancement, employment generation, and broad-based inclusive growth. 
• PSG 5 Services and revenues: Increase the delivery of equitable, affordable, and sustainable services that promote national peace and reconciliation, and enhance transparent and accountable revenue generation, plus the equitable distribution and sharing of public resources. 
   

Governance

Governance arrangements

Steering Committee

The Steering Committee is responsible for providing oversight and accountability for the Fund, as well as reviewing and approving proposals submitted for funding. Committee members are also expected to develop and approve implementation criteria, track Fund progress, and commission reviews and “lesson learned” reports on Fund performance. 

Federal Government of Somalia and Development Partner Groups 

The group provides a technical forum for sector policy formulation, planning and programmatic co-ordination. This platform ensures joint oversight of the strategic direction, implementation, and results of the Somalia Multi-Partner Trust Fund and other financing instruments. 

Secretariat  

The Secretariat supports the functioning of the Steering Committee and the High Level Partnership Forum, and advances day-to-day work on financing, aid effectiveness, co-ordination, and monitoring and reporting.  

Administrative Agent 

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.  

Participating Organizations  

Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Focus on results

The Somalia Multi-Partner Trust Fund finances peacebuilding, stabilization, and state-building priorities under one (or more) of five pillars: inclusive politics, security, justice, economic foundations, and services and revenues.
