Objectives

Fund scope

At the epicentre of the Sahel crisis, the people living in the Liptako-Gourma region have had their lives upended by ongoing instability and insecurity. Stakeholders designed the Joint Programme with a view towards establishing an enabling environment that promotes peace, prosperity, and growth across the cross-border regions of Burkina Faso, Mali, and Niger. The multi-stakeholder led humanitarian-development initiative improves planning and coordination processes so national and local proponents of change can draw down more effective and innovative assistance approaches for crisis prevention, resilience building, livelihood creation, and economic revitalization.

Relying on data mapping and analysis, the programme plans to deliver on integrated collective outcomes in support of Liptako-Gourma Authority efforts, which include the promotion of cross-border cooperation for stability and development, robust institutional and legal frameworks for better cooperation, stronger regional, national and local mechanisms, and early recovery and stabilization approaches that cater to communities and the most vulnerable.

Central to programmatic work is conflict prevention and resolution (including violent crime and extremism), the promotion of access to justice and human rights, inclusive and equitable growth, and ramping up access to basic social services. Cutting across several projects is the theme of community resilience building, whether that is with regards to climate change, safety and security, reducing economic scarcity, or managing natural resources.

Governance arrangements

Steering Committee

Comprised of representatives from national entities, participating United Nations organizations, and relevant public and private stakeholders, the Steering Committee provides strategic, programmatic, planning, and implementation advice to enhance programmatic coordination and oversight.

Administrative Agent 

Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Results

The bulk of programmes were put on hold between early 2020 and 2021 due to the COVID-19 pandemic. Initiatives are set to restart in spring/summer 2021, where possible.
