Objectives

Fund scope

The Trust Fund for Sustaining Peace in Colombia supports coordinated responses for stabilization and peacebuilding. Aligned with CONPES 3850 guidelines, the Trust Fund finances thematic priorities that provide transparent, effective, and results-based solutions to immediate and medium-term post-conflict priorities in Colombia.

To ensure national ownership and improved coordination, the United Nations works with the Government of Colombia to mobilize funds for the coordination of interventions that support the national Rapid Response Strategy, early roll-out and scaling-up of agreements that cater to vulnerable communities, and address drivers of conflict as prioritized by national authorities.

Strategic and results framework

In response to peacebuilding challenges, the Government of Colombia developed a framework for stabilization comprised of a Rapid Response Strategy, along with other policies and programmes that focus on post-conflict issues.

The Trust Fund is closely aligned with the national stabilization strategy for Colombia. Strategic objectives support initiatives that:

• Increase trust between local communities and authorities, strengthen rule of law and institutional mechanisms, and boost democratic participation in peace processes.
• Increase community confidence in peace processes and their transformative potential, particularly for survivors of violence and communities of territories affected by armed conflict.
• Avoid and/or mitigate drivers of crime and violence (associated with armed conflict), and reduce the effects of coercion and violence (real and perceived).
• Manage community and/or social conflict through early interventions that resolve or transform community demands into dialogue processes and prevent social rifts from expanding.
• Achieve early security, justice, and development wins that threaten to undermine peace processes and help stakeholders manage challenges.

Interventions are split into two tracks: Rapid response and early implementation. Both are aligned with national strategies and support peacebuilding, stabilization, and community building efforts.

Governance

Governance arrangements

Steering Committee

Provides strategic guidance to, and performs general supervision of, the Trust Fund. The Committee is chaired by the Minister Counselor for post-conflict and co-chaired by the United Nations Resident Coordinator. It is composed of members from national government, taxpayers, private sector and civil society representatives, and focal points from the World Bank, European Union, Inter-American Development Bank, and United Nations. 

Technical Committees

Technical Committees are in charge of reviewing projects submitted to the Trust Fund and two exist to respond to post-conflict issues: A Quick Response Technical Committee and a Technical Committee for Enlistment and Early Implementation of Agreements.

Technical Secretariat

In support of the Steering and Technical committees, the Technical Secretariat responsible for general operation of the Trust Fund, facilitates coordination with participating United Nations organizations, and undertakes external relations functions on behalf of Trust Fund partners.

Administrative Agent

Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors. 

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
