The work of the United Nations Fund Darfur is possible thanks to the efforts of . These resources are pooled and channelled to participating organizations to promote joint action and multi-stakeholder partnerships, making a difference on the ground.
The United Nations Darfur Fund supports the efficient implementation of components of the Darfur Development Strategy (DDS) and Doha Document for Peace in Darfur. Programmes financed by the Fund are designed to:
Priority programmes and projects are implemented by a range of organizations from the United Nations alongside national and local NGOs, and civil society organizations.
Rebuilding Darfur requires addressing the root causes of conflict, which include poverty, political and economic marginalization, poor natural resource management, and weak justice and governance systems. Fund programmes fall under one of three pillars:
The United Nations Darfur Fund implements activities designed and guided by the DDS as it offers a sequenced, coordinated and holistic plan for equitable, sustainable and participatory development. A strategy vital for moving Darfur out of cycles of conflict and poverty, and towards a stable and prosperous future.
Co-chaired by a representative from the Darfur Regional Authority (DRA) and the United Nations Resident Coordinator, the Steering Committee includes representatives from the Government of Sudan, contributing donors, participating organizations, and civil society. The Steering Committee provides oversight of the Fund, establishes fund allocation criteria, and makes resource allocation decisions for programmes/projects.
The Technical Secretariat develops—in close collaboration with the DRA, Pillar Technical Heads, and chair of the Peer Review Group—technical notes to guide the design of proposals, monitoring of implementation and partner performance, and financial management. The Secretariat is headed by a Fund Manager.
Reviews and endorses all project proposals prior to submitting to the Steering Committee.
Coordinate interventions that fall within each pillar, identifying and updating priorities among pillar objectives, and providing technical guidance for selecting proposals under different funding channels. These groups are not specific to the Fund, but perform technical guidance and coordination functions vis-à-vis all relevant projects and funding streams.
Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
